ONITSHA, ANAMBRA STATE — The Anambra State Police Command has arrested a 36-year-old woman, identified as Anulika Onyeanusia and popularly known online as “Freaky Goddess,” over allegations of child pornography and sexual abuse involving a seven-year-old girl in Onitsha.

The arrest followed a disturbing video that circulated widely on social media, prompting police operatives to act on open-source intelligence.

According to the Police Public Relations Officer, SP Tochukwu Ikenga, the video allegedly showed a woman using sexual devices on a minor.

During the operation, police reportedly rescued four children, aged two, three, six and nine, from the residence. Sex toys and other items believed to be relevant to the investigation were also recovered.

The suspect’s husband is also being interrogated by the police to determine whether he had any connection with the alleged offence.

The woman has been identified in social media reports as “Freaky Goddess.” However, some details circulating online about the case, including claims that the viral material was generated using artificial intelligence, have not been independently confirmed by the police.

The Anambra State Police Command said investigations are ongoing to establish the circumstances surrounding the alleged abuse and determine whether other persons were involved.

The rescued children have been placed under protective care while the investigation continues.

The Commissioner of Police, CP Nnanna Oji Ama, described the alleged exploitation of children as unacceptable and directed that the matter be thoroughly investigated.

Police also appealed to members of the public not to share or circulate videos or other material allegedly depicting the sexual abuse of minors.

The suspect remains presumed innocent until proven guilty in accordance with the law.

Osun 2026: Wike-Backed PDP Disowns Petition Challenging Adeleke’s Re-Election

OSOGBO, OSUN STATE — The Peoples Democratic Party (PDP) faction backed by Minister of the Federal Capital Territory, Nyesom Wike, has disowned a petition challenging the re-election of Osun State Governor, Ademola Adeleke, at the Osun State Governorship Election Petition Tribunal.

The petition, marked EPT/OS/GOV/02/2026, was displayed at the tribunal’s secretariat in Osogbo alongside a separate petition filed by the All Progressives Congress (APC) challenging the outcome of the August 15, 2026 governorship election.

However, the Wike-backed PDP said it neither authorised, instituted, sponsored nor endorsed the petition purportedly filed in its name.

Speaking at a press briefing in Abuja on Wednesday, September 9, PDP National Publicity Secretary, Jungudo Mohammed, said the party’s National Legal Adviser, A.K. Ajibade, SAN, did not authorise any lawyer to institute the case on behalf of the party.

According to the party, its constitution vests the authority to institute legal proceedings on its behalf in the National Legal Adviser.

The PDP also identified lawyer Ochai Jacob Otokpa as the counsel purportedly responsible for filing the petition and challenged him to produce the authority or mandate under which he acted in the party’s name.

The party further said Adebayo Adedamola, who was identified as the PDP candidate in the 2026 Osun governorship election, had also distanced himself from the petition.

The PDP said Adedamola stated during a television appearance on September 7 that he neither instructed nor retained any lawyer to challenge the election result.

The party’s Legal Department, it added, was taking immediate steps to formally withdraw its name from the proceedings.

The PDP also called on relevant authorities to investigate the circumstances surrounding the preparation and filing of the petition and to take appropriate action against anyone found to have used the party’s name or legal identity without authorisation.

The development leaves the status of the purported PDP petition in question, while the separate APC petition against Adeleke’s re-election remains part of the tribunal proceedings.

Shettima: NELFUND Makes Poverty No Longer an Excuse for Higher Education

0

ABUJA — Vice President Kashim Shettima has said poverty should no longer prevent Nigerians from pursuing higher education under the administration of President Bola Tinubu, citing the Nigerian Education Loan Fund (NELFUND) as a major intervention for students from less-privileged backgrounds.

Shettima made the statement on Wednesday in Abuja when he received the management team of the University of Abuja, led by its Vice-Chancellor, Prof. Hakeem Babatunde Fawehinmi.

According to the Vice President, NELFUND has helped reduce financial barriers to tertiary education by covering tuition fees and providing monthly upkeep allowances to eligible students.

He described the scheme as a “social equaliser” and a major instrument for poverty alleviation and human-capital development.

Shettima said the initiative, established under President Bola Tinubu’s administration, was created to provide relief for children from poor families who might otherwise struggle to access or remain in higher education.

“NELFUND is a very beautiful initiative by the leadership of this country under President Bola Tinubu, created to give respite and breathing space to the children of the poor,” he said.

The Vice President also said the intervention would help ensure that students’ educational opportunities were not determined solely by their families’ financial circumstances.

Fawehinmi, in his remarks, also commended NELFUND, saying the scheme had helped students meet financial obligations and remain in school.

The Vice President further expressed optimism about Nigeria’s economic outlook, attributing recent improvements in the country’s sovereign credit ratings and outlooks to stronger foreign exchange reserves, increased oil production, higher federal allocations and ongoing economic reforms.

The statement was reported by several Nigerian media organisations, including Punch, Vanguard, THISDAY and Voice of Nigeria.

EFCC Probes Abandoned ₦14bn Asaba–Onitsha Road Project

The Economic and Financial Crimes Commission (EFCC) has commenced an investigation into the alleged abandonment of the 11-kilometre Summit Junction–Asaba–Onitsha Head Bridge Road project in Delta State.

The investigation follows concerns over the level of work completed on the project despite reports that approximately ₦14 billion had been paid to the contractor, Hartland Nigeria Limited.

The development was confirmed following a petition by Rev. David Ugolor, Publisher of The Common Good Letter, who called for an independent investigation into the award, funding, execution and supervision of the project.

According to reports, EFCC investigators have visited the project site as part of efforts to establish the actual state of the road and examine the financial and contractual records surrounding the project.

The petition followed comments by the Minister of Works, David Umahi, during an inspection of the road in August 2026. Umahi had expressed concerns over the project’s progress and reportedly said only about 40 per cent of the work had been completed despite substantial payments.

Ugolor stressed that the petition was not intended to presume wrongdoing by the contractor or any public official, but to enable the relevant authorities to verify the facts through contract documents, payment records, engineering assessments and other evidence.

The EFCC investigation is expected to examine the contract award, payments, scope of work, project execution and possible responsibility for the reported non-completion.

ONSA Announces Security Simulation Exercise at Asaba Airport, Ogwashi-Ukwu

The Office of the National Security Adviser (ONSA) is set to conduct a security simulation exercise at the Asaba International Airport and parts of the Ogwashi-Ukwu environs in Delta State on Thursday, September 10, 2026.

The exercise is part of preparedness activities aimed at strengthening coordination and response capabilities among security and emergency-management agencies.

Residents, travellers, motorists and other members of the public in the affected areas have been advised not to panic, as the activities are part of a planned simulation and not an actual security incident.

Members of the public who have no essential duties in the affected areas are also encouraged to avoid the locations during the exercise to allow participating agencies to carry out the operation effectively.

Travellers using Asaba International Airport are advised to remain calm, follow instructions from relevant authorities and cooperate with security personnel throughout the exercise.

The public is also encouraged to rely on official information and avoid spreading unverified reports about activities in the affected areas.

Benin-Asaba Road: FG Moves to Replace Concessionaire Over Worsening Condition, Promises Urgent Repairs

The Federal Government has intensified efforts to address the worsening condition of the Benin-Asaba Expressway, with the Federal Ministry of Works considering alternative intervention measures, including the possible replacement of the current concessionaire.

The Federal Controller of Works in Edo State, Engr. Tajudeen, disclosed this while inspecting sections of the strategic highway, following growing concerns over the deteriorating condition of the road and the hardship being experienced by motorists.

According to him, the Federal Ministry of Works has raised serious concerns over the performance of the Benin-Asaba Expressway Concession Company Limited (BAECC), alleging that the concessionaire had defaulted on several provisions of its concession agreement.

He said the issues identified by the Ministry included the complete scarification of portions of the existing stable asphalt surface, the engagement of allegedly unqualified personnel, inadequate capacity to deliver the project, slow pace of work, substandard construction quality and poor traffic management.

The poor traffic management along the corridor, he added, had contributed to recurring traffic gridlocks, with serious incidents recorded in December 2025 and again from August 19, 2026.

Engr. Tajudeen explained that the removal of existing asphalt without timely reconstruction exposed sections of the underlying road foundation to prolonged rainfall, worsening the condition of some portions of the highway.

He further disclosed that some of the severely damaged sections might no longer be suitable for conventional asphalt overlay and could require Continuous Reinforced Concrete Pavement (CRCP) to restore their structural integrity.

FG Considers Mutual Termination

On the status of the concession agreement, the Federal Controller clarified that the contract had not been simply terminated, stressing that government contracts are governed by established legal and contractual procedures.

He said the Minister of Works had proposed a mutual termination of the concession arrangement with BAECC, subject to the necessary legal and contractual processes.

The Minister had also directed that urgent measures be taken to reduce the hardship faced by motorists, including allowing another Federal Ministry of Works contractor with the required technical competence and experience to intervene on the affected sections.

The concessionaire was also asked to reinstate the scarified portions of the road and restore them to the condition they were in before work commenced approximately 16 months ago.

Engr. Tajudeen expressed concern that about two weeks after the Minister’s engagement with the concessionaire and other stakeholders, no meaningful intervention had been recorded on the affected sections.

He said the Ministry was therefore intensifying efforts to find an alternative solution within its legal powers and ensure that work resumes on the highway as quickly as possible.

The Federal Controller appealed to motorists, transport operators and residents who depend on the corridor to exercise patience, assuring them that the Federal Government was aware of the strategic importance of the Benin-Asaba Highway and the urgent need to restore it.

He stressed that the highway would not be allowed to remain in its present condition, adding that the Ministry was committed to securing a lasting solution and restoring the road to a safe and motorable condition.

The Federal Government therefore appealed to road users to remain calm as the necessary legal and administrative processes are being undertaken to bring in a credible and technically capable intervention that will restore normalcy to the strategic corridor.

2027: Eshor Unveils $1bn Agricultural Plan, Proposes More Reliable Power Supply

0

The African Action Congress (AAC) governorship candidate for the 2027 Delta State election, Engr. Isaac Eshor, has unveiled his manifesto, outlining proposals covering agriculture, electricity, education, healthcare, maritime development, employment and public-sector reforms.

Eshor presented the document in Asaba on Tuesday, saying his proposed administration would focus on improving the utilisation of the state’s natural and economic resources.

According to him, Delta State’s oil and gas resources, agricultural potential, waterways and maritime location could provide opportunities for economic development and employment if properly harnessed.

Eshor Outlines Electricity Proposal

A major component of the manifesto is electricity supply.

Eshor proposed the development of gas-to-power projects, saying Delta State’s natural gas resources could be utilised to support electricity generation for households, businesses and industries.

“We believe that uninterrupted power supply is achievable. Delta State possesses enormous gas reserves that can be converted to energy rather than being wasted through gas flaring,” he said.

He proposed the use of gas-powered turbines and related infrastructure, alongside greater local participation in the construction, operation and maintenance of power facilities.

Eshor said improved electricity supply would help businesses reduce operating costs, support industrial activities and create employment.

His reference to uninterrupted electricity represents a policy objective contained in his manifesto and should not be interpreted as a guarantee of immediate 24-hour electricity across the state.

Eshor Says Agricultural Investment Proposal Was Frustrated

The AAC candidate also spoke about an agricultural investment initiative he said he previously sought to bring to Delta State.

Eshor said the Pan-African agricultural scheme had the potential to attract approximately $1 billion in investment and create employment through the development of agricultural production areas.

He claimed the initiative could generate at least 2,000 direct and indirect jobs in each local government area, subject to the availability of suitable farmland.

According to Eshor, he held a series of meetings with the Delta State Commissioner for Trade and Investment between 2023 and early 2025 regarding the proposed investment.

He alleged that the initiative did not receive the necessary support from the state government.

“I brought a Pan-African agricultural scheme that would have brought an investment grant capable of attracting about one billion dollars to the state for agricultural development,” he said.

Eshor said he would seek to revive the proposal if elected governor in 2027, adding that he already had contacts that could assist in pursuing the investment.

The claims regarding the proposed $1 billion investment, projected job figures and the alleged lack of government support are attributed to Eshor and were not independently verified for this report.

Eshor Questions Management of State Resources

Eshor also raised concerns about the management of Delta State’s financial resources.

He cited ₦4.199 trillion in federal allocations, excluding internally generated revenue and the state’s 13 per cent derivation, as the amount he said accrued to the state over the period under reference.

He argued that resources available to the state should be reflected in improved infrastructure, healthcare, education, electricity, employment and other public services.

Eshor proposed stronger transparency and accountability mechanisms in the management of public funds.

The ₦4.199 trillion figure cited by Eshor was not independently verified as part of this report.

Education and Workers’ Welfare

On education, Eshor proposed free education in public primary and secondary schools.

He said the proposal was intended to ensure that children would have access to education regardless of their parents’ financial circumstances.

He also proposed monthly bonuses of ₦100,000 for government-employed teachers, doctors and nurses, while other civil servants would receive ₦50,000 monthly.

Eshor said the proposed bonuses would help improve staff motivation and retention.

He further proposed prompt payment of workers’ salaries and pension entitlements, as well as reforms to civil service housing and loan schemes.

Healthcare Proposals

In the healthcare sector, Eshor proposed free maternal healthcare for pregnant women and free medical treatment for Deltans aged 70 and above.

He also proposed upgrading healthcare facilities and improving the welfare and working conditions of medical personnel.

According to him, greater attention should be given to vulnerable groups and access to essential healthcare.

Maritime and Blue Economy Proposals

Eshor, who has a background in the maritime sector, also outlined plans to develop Delta State’s maritime economy.

He identified the state’s coastline and waterways as opportunities for investment in shipping, vessel maintenance, marine transportation, logistics, fisheries and related activities.

One of the proposals is the establishment of a modern dry dock and supporting maritime infrastructure.

Eshor said the development of such facilities could attract investment and create employment in the maritime sector.

Youth Employment and Security

On youth development, Eshor proposed vocational training, entrepreneurship programmes and increased opportunities for young people in employment and governance.

He also proposed working with relevant security agencies and strengthening community-based security mechanisms to improve safety across the state.

He said a secure environment would be important for economic activity and investment.

Eshor Describes Manifesto as Social Contract

Eshor described the manifesto as a framework for his proposed administration if elected governor in 2027.

“This manifesto is more than a collection of promises. It is a contract with the people of Delta State, founded on integrity, driven by compassion, and guided by a clear vision of prosperity, development and shared progress,” he said.

The manifesto unveiling comes ahead of the 2027 Delta State governorship election, with electricity, agriculture, employment, education, healthcare, infrastructure and economic development among the issues likely to feature in political discussions.

The proposals contained in Eshor’s manifesto remain policy commitments and would require appropriate funding, legislation, regulation and implementation if his party wins the election.

Guide Express will continue to report political developments and policy proposals from candidates and political parties while maintaining appropriate attribution and editorial neutrality.

NNPCL Disowns Truck Intercepted With 2,145kg Cannabis, Backs NDLEA Probe

The Nigerian National Petroleum Company Limited (NNPC Ltd.) has distanced itself from a truck bearing its old markings after the National Drug Law Enforcement Agency (NDLEA) intercepted the vehicle with 2,145 kilogrammes of cannabis in Ondo State.

The tanker, with registration number MKA 960 XC, was reportedly intercepted by NDLEA operatives along the Akoko-Lokoja Expressway after the driver allegedly failed to stop. The driver later abandoned the vehicle at a church premises in Ugbe Akoko and fled.

According to the NDLEA, a search of the 20,000-litre tanker uncovered 165 bags of cannabis weighing 2,145kg, concealed in a compartment within the vehicle alongside legitimate fuel cargo reportedly destined for Jos, Plateau State.

Reacting to the incident, NNPC Ltd., through its Chief Corporate Communications Officer, Andy Odeh, said preliminary checks showed that the vehicle was neither owned by the company nor part of its official fleet or that of any of its authorised dealers.

The company also said the logo displayed on the tanker was inconsistent with its current official branding and that the vehicle did not appear in its asset database.

NNPC Ltd. said it was engaging the Nigerian Association of Road Transport Owners (NARTO) to obtain further information and establish how its old branding came to be displayed on the vehicle.

The company stressed that it takes the unauthorised use of its corporate identity seriously, particularly where such use may be connected to illegal activities.

NNPC Ltd. further pledged to cooperate fully with the NDLEA and other relevant security agencies as investigations continue to establish the ownership and operation of the tanker and how the NNPC markings came to be used.

The company also commended the NDLEA for its vigilance and professionalism in intercepting the vehicle and recovering the illicit consignment.

The development comes as the NDLEA continues its nationwide efforts to disrupt the trafficking and distribution of illicit drugs.
