The Economic and Financial Crimes Commission (EFCC) has commenced an investigation into the alleged abandonment of the 11-kilometre Summit Junction–Asaba–Onitsha Head Bridge Road project in Delta State.
The investigation follows concerns over the level of work completed on the project despite reports that approximately ₦14 billion had been paid to the contractor, Hartland Nigeria Limited.
The development was confirmed following a petition by Rev. David Ugolor, Publisher of The Common Good Letter, who called for an independent investigation into the award, funding, execution and supervision of the project.
According to reports, EFCC investigators have visited the project site as part of efforts to establish the actual state of the road and examine the financial and contractual records surrounding the project.
The petition followed comments by the Minister of Works, David Umahi, during an inspection of the road in August 2026. Umahi had expressed concerns over the project’s progress and reportedly said only about 40 per cent of the work had been completed despite substantial payments.
Ugolor stressed that the petition was not intended to presume wrongdoing by the contractor or any public official, but to enable the relevant authorities to verify the facts through contract documents, payment records, engineering assessments and other evidence.
The EFCC investigation is expected to examine the contract award, payments, scope of work, project execution and possible responsibility for the reported non-completion.
